Symptom:
'Printers and Faxes' shows n pending jobs but when double-click to open printer's queue there's no jobs shown thus cannot be deleted (=queue cannot be emptied).
Solution:
Go to WINNT > System32 > spool > PRINTERS folder
Delete its content
Try delete printer again
