Error message:
The local policy of this system does not permit you to logon interactively.

Open policy:
Local Computer Policy > Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment

Add "Users" to "Allow logon through Terminal Services" policy
